I've used something like this.. it worked but it only had a limited number of steps and could only go off to on so fast

Yeah, this has 12 steps on the volume scale. Not bad for 1988. I've no idea how fast it will go, I'm just hoping to make it functional for starters.

In trying to dig up info on this I discovered many things of a similar vein:

Switchblade ($$$$)
Ibanez EPP400
Yamaha PLS1 (looks more of a switcher/router)
Rocktron Patchmate
Tascam MX-8A ($$$)
When in doubt, add resistance.
