Experimental music is a broad term encompassing noise itself as well as avant-garde and post-modern sound practices. "Experimental" is such a broad term that even popular styles of music such as post-rock and math-rock could be counted as experimental, but who cares about those. Noisy genres such as industrial and power electronics were originally experimental but have been adopted by a multitude of bands and artists doing the same thing every album just like everyone else. The same applies for the genre of "NOISE".
